Creating Video Lines

Startup
So, you take it into Gimp. Oh no! The editing links under Filters aren’t working! What shall I do? Well, you will have to change it into a different file since Gimp doesn’t do Gif’s. So, X out of Gimp and open paint. Of course you won’t need to edit it, just save it as, and change the file type. I always change mine to Bitmap since it’s simple enough. Now try opening Gimp with your image.

Middle-Work
Okay, now it’s going to be simple. You have the window open with the image on it, right? Go to Filters. Then, scroll down to Distorts, and from there click on video. From here you can be on your own, but I’ll show you what it would look like with a Neopets image. I prefer using the simple 3x3 stripes, it looks very simple. Here is an example:

Okay. Here's another example. It's the same thing, but the lines are a lot thicker;

How do I get that to happen? Instead of 3x3 use the larger 3x3 one.

Finish
That was easy, wasn't it? Just experiment with different ones, and for this I suggest doing other effects (like a blur, maybe) on it.
